For some reason the IC socket adapter on the first Fluke pod had round pins like the ones that solder into a PCB. When I inserted it into the CPU socket, it stretched the pins on the socket to the point that they would not grip the flat smaller pins on the IC and on the second pod.
I found it by noticing that the reset line stopped bouncing when I pressed down really hard on the 6502 IC, and then replaced the sockets in both boards and all was well.
Another problem and solution:
Monitor working.
Problem on board.
Problem: No picture. Spot killer on.
Checked Y output. Voltage was fluctuating around like normal.
Checked X output. Stuck. Not fluctuating.
Used a logic probe to check activity at both DAC's D11, B11 pin 15.
Y DAC was pulsing, X DAC was not.
Checked input pins 1-10 on both DAC's
Same activity on both chips.
Solution: Replaced X DAC at D11.
Game working now.
Moral: You don't always need a scope to diagnose a bad DAC :-)
